University-industry-mine relationship in Iran
Since any country needs long-term perspective for achieving sustainable and multidimensional development, supreme leader of Iran demanded for codification of 20-y vision plan for our country. One of the main indicators of any perspective is its motto. The selected motto for Iran’s 20-y vision plan is:
"with the support of eternal divine power and according to our national faith and will, organized and collective effort and in the way to emerge our ideals and constitution in 20-y vision plan, Iran is a developed country with the first position in the region at economics, scientific and technology levels, with Islamic and revolutionary identity and inspiring in Islam world with constructive and effective interrelation in international communications."
According to this, Iran considers advanced technology as an invaluable opportunity. Paying attention to characteristics of these technologies, Iran tries to make special vital value for development. Therefore, entering to technology markets and being prosperous in them, decisive government support for making essential infrastructures, codification of right policies and making industry-university interrelationship is really important. Because of knowledge-centered development in fourth development plan of our country, we have arrival of new tasks and roles for universities and higher education centers. On the other hand, with regard to implementation of principle 44 of constitution and increasing growth of privatization in companies and governmental organizations which are considered to follow this principle, there will be tougher competition between companies and organizations. This will cause emerging of new demands for increasing competitive ability and maintaining commodity and services standards. With the implementation of this principle, governmental universities, exactly because of their governmental background and adjusting themselves with absolute sovereignty atmosphere of government, cannot meet increasing needs and new demands of society and industry. So with the intention of leading the country to globalization and entering to today’s competitive world, paying attention to quality of industry-university relationship is believed to be requisite.
Fortunately, regarding to implementing bylaw, part «و» note 9 of 1386 budget law and determining the examples of using credits in it, although this part emphasizes on research and technological activities, executive institutions and universities are enabled to define common cooperation bases with active consultancy. They can lead and strengthen these kinds of cooperation free from financial concerns.
